Toilet Paper At Hardware

How could someone pee on the toilet paper? It's a unisex bathroom, so I tried to explain to the girls waiting in line behind me that they didn't want to go in there. Not sure if they listened but I'm pretty sure this is every girl's worst nightmare bathroom.
