In other words, there's no international waterway in which the gambling would be completely unregulated. Most states along the Mississippi River have forms of legalized boat gambling, varying by state. Illinois allows gambling in on any river and Lake Michigan in/near Chicago.
Ontario has its own restrictive gambling laws but I don't know much about them.
